Are you a Senior Energy Procurement Manager / Consultant use to influencing Senior level stakeholders & working in complex large organisations with experience procuring Energy and want to lead the Energy Procurement for High Speed Two? Initial Contract 3 months but likely to continue for 12 months +

The Client organisation who are building and then operating UK’s High Speed Rail network, are looking for Senior Energy Procurement Manager to initially develop the Energy Procurement Strategy including route to market and then execute the Strategy. This is a hugely important procurement exercise procuring the Energy required to power the operational High-Speed Railway valued in the hundreds of millions (perhaps Billions). Alongside meeting High Speed 2 commitments to deliver zero carbon energy, HS2 has committed to power Britian’s new highspeed trains with zero carbon energy from the outset – supporting the goal of making HS2 net zero from 2035.

The role reports to a Procurement Lead and alongside developing the Procurement Strategy will have to present their work to the HS2 board gaining buy in and sign off for their strategy (assurance), liasing with multiple stakeholders in a very complex environment – ability to influence and show Leadership (without any direct reports) is absolutely key.

Job purpose

* Will be working in a small team to deliver the Zero Carbon Energy procurement activities (high value) and will be accountable for significant elements of procurement delivery.

* Will work closely with colleagues across the business to prepare and deliver the procurement activities and will align potentially conflicting information requiring significant influencing skills.

Duties & Responsibilities

* Responsibility for delivery of procurement activities including the development and assurance of procurement strategy and key components of any necessary Prequalification and ITT documentation to agreed timelines. Ensuring that these achieve relevant approvals and assurance to permit release of this documentation.

* Responsible for significant elements of the operational procurement, ensuring that these are aligned with other similar procurements and the overall HS2 objectives, including the delivery of wider benefits.

* Responsible for managing the procurement evaluation processes and ensuring that these achieve relevant approvals and assurance to allow appropriate short-listing and contract award.

* Ensure HS2’s procurement activities are undertaken in compliance with EU and UK legislation whilst driving a process that will become a benchmark for future projects around the world.

* Supporting the achievement of governance approval and assurance of all procurement deliverables as defined within the HS2 Procurement Handbook.

* May manage a Procurement Manager and Procurement Officer, ensuring their output is quality-assured at its source

* Ensure procurement reporting and management information is provided accurately and on a timely basis to synch with HS2 business reporting rhythm and cycles.

* Present to boards and committees, as required, in order to respond to challenge and scrutiny

* Actively promote and embed Equality Diversity and Inclusion (EDI) in all work activities, supporting and complying with all organisational initiatives, policies and procedures on EDI

Work Situation

The office location is either Birmingham Snowhill or London Euston, they operate a flexible hybrid working model working 2 days a week from the office. Overall this is a very flexible modern employer who cares about delivery not where you deliver from, however, if you wish to be based front the office more you can.

Candidate Experience

* Looking for a Senior Procurement Professional with expeirence procuring energy with sufficient senior level expeirence working in complex organisations.

* Knowledge and experience of procuring within the energy market is a must.

* Experience in operating in a matrix environment, with influencing and communication skills – able to persuade on the basis of objective argument founded in fact and analysis

* Commercial expertise to ensure that value for money is secured and demonstrated

* Sponsor / Senior Stakeholder relationship and management experience, with communication and influencing skills

Desirable

* Experience of leading procurement of large value complex heavy civils / construction or similar works/services in compliance with the Utilities Contracts Regulations OR PCR with a thorough knowledge of applicable EU and UK procurement legislation and contracts using the NEC suite of contract forms
