Position Description:
Under general administrative direction, the Senior Manager of Workforce Development & Wellness will function as a senior-level manager with responsibility for managing the complex professional technical personnel work which includes, but is not limited to, personnel administration, program planning and directing, and the development of policies and procedures to ensure the section meets SFMTA’s strategic goals.
The Senior Manager of Workforce Development & Wellness plays a critical role in fostering a dynamic organization culture that values leadership and learning, integrity, commitment, and inclusion and diversity by providing the overall management of key organizational functions, such as: HR training, performance management, apprenticeships & internships, outreach, employee engagement, employee wellness and onboarding.
This position leads organization-wide learning and development initiatives for SFMTA and has managerial responsibility. The incumbent is expected to work with a high degree of independence and carry out the necessary day-to-day activities without direction, except as new or unusual circumstances require.
This position plans, develops, and directs training programs, as appropriate, professional development programs, and mentorship/coaching programs; facilitates implementation of appropriate change management initiatives and reviews current employee development programs to ensure alignment with agency goals and objectives. Assesses District-wide developmental needs to drive training initiatives and identifies suitable training solutions for employees. Actively searches, creatively designs and implements effective methods to educate, enhance performance and recognize performance. Provides strategic leadership and supervisory oversight of training department staff. Conducts training as the lead trainer as appropriate. 
Examples of Important and Essential Duties:
Designs, coordinates and implements training programs to meet the needs of the organization.
Conducts need analysis, identifies performance training gaps, develops curriculum and delivers effective training programs.
Determines appropriate training methods and technology required for optimum results.
Monitors for training effectiveness, evaluates outcomes and makes recommendations for improvements to ensure continuous learning and development across the organization.
Coordinates, develops, delivers and manages employee orientation, policy and procedure, professional and management development programs.
Administers instructional programs requiring the services of contractors to ensure the delivery of high-quality, cost-effective training.
Monitors industry trends and best practices in training and development to ensure that the agency training remains relevant.
Consults with division leaders to assess organizational development needs and establishes learning and organizational development priorities which are linked to the organization’s strategic initiatives, goals and core values.
Works with other agencies to deliver trainings and provide other resources.
Develops and implements an effective New Employee Orientation program.
Gathers candidate onboarding experience feedback with new hires.
Acts as a resource to employees and managers.
Meets with employees to discuss possible career trajectories and strategies for meeting career goals.
Oversees and manages internships and apprenticeships, WFD, wellness and the Peer Assistance Program.
Manages various contracts to provide services regarding Employee Assistance Program, Wellness, Training and others as needed.
Manages the budget for various contracts.
Promotes the incorporation of Diversity, Equity, and Inclusion practices in our work culture and agency leadership through training initiatives.
Performs other related duties as assigned.
