Job Description
Under limited supervision, helps manage medical equipment capital planning and service contract management program. Primary responsibilities include development and implementation of 5-year Medical Equipment Replacement Plans (MERP), hospital fiscal year capital equipment budgeting and service contract needs determination and management. Responsible for managing and mentoring clinical engineers and analysts within the program. 
Principal Responsibilities and Tasks

1.    Develops, reviews and maintains a 5-year capital medical equipment plan for existing and new and new operations including a needs assessment model, analysis of cost/benefit, total cost of ownership (TCO), returns on investment (ROI) and comparative evaluation of available technologies
2.    Possesses an in-depth knowledge of medical equipment life cycle costs to strategically generate medical equipment replacement plans and assists in forecasting medical equipment related fiscal budgets.
3.    Partners with the clinical users and supply chain management to develop procurement strategies, clinical requirements and category-specific service requirements for Requests for Proposals (RFPs) submissions for all medical equipment platforms and technologies.
4.    Manages acquisition and deployment of new medical technologies including procurement, installation, training and activation.
5.    Leads sourcing activities of clinical equipment service contracts and parts and other commodities as identified by Clinical Engineering leadership, with the goal of achieving significant initial cost reductions, supplanted with year-over-year cost and productivity improvements in the total cost of goods and services procured while maintaining or improving product quality and vendor service levels. 
6.    Reviews service options for major clinical systems with system owners to determine optimum service plan (i.e., in-house, vendor contract, vendor time & materials) based on system criticality, utilization, technology status, availability of support, qualification of alternative service options etc.
7.    Provides expert analysis and oversight in the aspects of contracted services to drive system-wide priorities and achieve service and quality excellence, knowledge transfer for replication of "best practice" in contracting. 
8.    Serves as relationship manager with vendors, and serves a point person to ensure contractual compliance, pricing adherence, accuracy of payments, etc. 
9.    Responsible for administering the full process required to execute a service contract within Clinical Engineering. Ensures the accuracy of pricing between sites, modalities and service needs and the accuracy of all payments related to contracts.
10.    Develop, manage and mentor team of Clinical Engineers and Analysts to manage all required business functions.
11.    Establishes and monitors work flow; determines work assignments, and assigns staff accordingly; schedules activities; schedules technical activities in accordance with applicable Quality Assurance Plan and without interruption to patient service.
12.    Develop and maintain current access to expert knowledge of evolving and emerging medical technologies and provide consultation to clinicians and leadership
