Job Description
The Communications and Technologies Project Manager position operates within the Management Team of the Bay Area Urban Areas Security Initiative (UASI). The Bay Area UASI Program, a division of the San Francisco Department of Emergency Management (DEM), is responsible for managing Homeland Security grant distribution to the twelve counties of the Bay Area UASI region. Under the direction of the Regional Program Manager, the Communications and Technologies Regional Project Manager develops regional programs and leads project planning efforts for the UASI grant funded National Priority Areas of cybersecurity and countering domestic violent extremism (DVE). This position builds public-private and other strategic partnerships; defines organizational structure; manages outside agencies, consultants and vendors; coordinates Bay Area UASI planning, training and exercise functions to meet FEMA and the National Homeland Security Program goals and objectives; coordinates, plans, and facilitates meetings; serves as department representative and subject-matter expert involving regional projects; makes decisions on programmatic policies and procedures; prepares and presents on related topics to diverse stakeholders; and performs related duties as required.
The Communications and Technologies Regional Project Manager oversees and executes all programmatic tasks associated with the application for and distribution of federal and state grants, including maintaining records, negotiating deliverables and timelines for projects, and creating agreements outlining contract amounts and terms. The position provides regional coordination, monitoring, management, and oversight of grant-funded projects and programs. The Communications and Technologies Regional Project Manager works with regional stakeholders to obtain information and make recommendations to the Bay Area UASI Approval Authority on the application for and allocation and distribution of grant funds.
Major Functions and Essential Duties
Develops, manages, and oversees the cybersecurity, emergency communications, and countering domestic violent extremism (DVE) project portfolios for the Bay Area UASI region.
 
Facilitates and chairs multiple work groups and sub-committees comprised of regional stakeholders and subject matter experts.
 
Oversees and coordinates the work of contractors and vendors and directs the allocation of resources to achieve timely outcomes and measurable goals within budget.
Monitors and analyzes project status reports from sub-grantees and contractors in order to document project progress and evaluate program effectiveness.
 
Plans and implements procurement strategies for planning, organization, equipment, training, and exercise projects in accordance with local, state, and federal rules and regulations.
 
Participates in grant budget development by providing detailed justification and persuasive arguments for proposals or initiatives. Oversees and administers project expenditures in accordance with the approved grant budget and provides executive management with early warning and practical options for timely expenditure of funds.
 
Consults with regional stakeholders and work group members to identify and develop effective projects; makes final and fully informed decisions regarding project goals, objectives, policies, and processes.
 
Modifies plans and projects to meet emerging or new needs while continuing to address regional priorities. 
 
Consults with executive management to identify and recommend alternative approaches or improvements and implements revisions, adjustments, and changes, as necessary.
 
Negotiates and resolves highly complex issues by analyzing alternative solutions or approaches and recommending the most effective course of action.
 
Prepares presentations, reports and other documents for stakeholders and partner agencies.
 
Serves as regional cybersecurity and DVE subject matter expert to internal units, external departments, state and federal agencies, and Bay Area UASI Approval Authority.
